Norfolk’s Railroad District has been evolving over the last several years and as such the City of Norfolk is working with district stakeholders to develop a plan that guides future development that is authentic and thoughtful in terms of scale, massing, location, and use. The plan will help guide public investment in right-of-way that improves access to and through the neighborhood with a particular focus on connecting it to the immediately adjacent communities. We will also be testing public space improvements that can increase quality of life for neighborhood residents and employees and some visitors.
